RECEIVED ON THE 8-12 WATCH 10TH

JAPANESE NEWS AGENCY DOME 1 ANNOUNCES THAT JAPANESE GOVERNMENT ADDRESSED THE FOLLOWING COMMUNICATIONS FRIDAY TO THE SWISS AND SWEDISH GOVERNMENTS RESPECTIVELY FOR TRANSMISSION TO UNITED STATES, GREAT BRITAIN AND CHINA AND THE SOVIET UNION:

THE JAPANESE GOVERNMENT ASKED SEVERAL WEEKS AGO THE SOVIET GOVERNMENT, WITH WHICH NEUTRAL RELATIONS THEN PREVAILED, TO REGISTER GOOD OFFICE IN RESTORATION OF PEACE WITH THE ENEMY POWERS.

"UNFORTUNATELY THESE EFFORTS IN THE INTEREST OF PEACE HAVING FAILED THE JAPANESE GOVERNMENT IN CONFORMITY WITH THE AUGUST WISH OF HIS MAJESTY TO RESTORE THE GENERAL PEACE AND DESIRING TO PUT AN END TO THE UNTOLD SUFFERINGS ENTAILED BY WAR AS QUICKLY AS POSSIBLE, HAVE DECIDED UPON THE FOLLOWING:

THE JAPANESE GOVERNMENT ARE READY TO ACCEPT THE TERMS ENUMERATED IN THE JOINT DECLARATION WHICH WAS ISSUED AT POTSDAM ON JULY TWENTY SIXTH NINETEEN FORTY FIVE BY THE HEADS OF THE GOVERNMENTS OF THE UNITED STATES, GREAT BRITAIN AND CHINA AND LATER SUBSCRIBED IN SOVIET GOVERNMENT WITH THE UNDERSTANDING THAT THE SAID DECLARATION DOES NOT COMPRISE ANY DEMAND WHICH PREJUDICES THE PREROGATIVES* OF HIS MAJESTY AS A SOVERIGN RULER.

TOKYO STATIONS WENT OFF THE AIR AT THIS POINT AND ARE STILL SILENT BUT UNITED PRESS FROM WASHINGTON SAID PRES. TRUMAN HAS SUMMONED CABINET TO CONSIDER SURRENDER OFFER.

ANOTHER DOME 1 TRANSMITTER BEAMED TO EUROPE SAID" IT IS AUTHORITATIVELY LEARNED THAT THE JAPANESE GOVERNMENT DECIDED TO ACCEPT THE TRI-POWER PROCLAMATION OF POTSDAM OF JULY SIXTEENTH AS DESCRIBED BY THE SOVIET UNION.
